Is backing up the AppData\Local stuff necessary, or is all users stuff in AppData\Roaming?

You can ignore the content of Local for backup purposes or transferring to another computer. If the Roaming/Thunderbird folder is restored to a reformatted computer or another computer, the Local folders, with cache and update subfolders, will be created when TB is installed or on first run.
