How do I open the config editor in 68.2.2?

I just set up a new computer and new installs of all my software. I can't find the config editor on 68.2.2 All instructions online are for old versions or something. The menu looks totally different and I can't find the config editor button. (please post a screenshot if it's there, maybe I'm just slow) (and please stop changing the menus, it feels like I have to re-learn the software every time I update)
