How To Nullify Xul.dll and Prevent Browser Overides by This File?

I have been trying to make a permanent modification of prefs.js, specifically changing browser.launcherprocess.enabled to false because it is incredibly annoying not being able to drag bookmarks to a folder (whatever the security implications of such), but I cannot make the change stick because it is overidden by xul.dll whenever I restart my machine.
I had hoped to re-code xul.dll, but this does not appeart to be possible, as it seems that xul.dll is proprietary; so I am wondering if anyone can suggest something (other than using a browser which does force options on you whether you like it or not) or if there is a legacy version of xul.dll (and associated signature file) that can be used instead?

Thanks, - that could be helpful, but it is not at all clear on how / where I use an alternative startup process.
If I am reading this correctly this looks to be a way of using command-line arguments, eg: -nointro, for some games, only via a script.
