why dont thunderbird auto run filters on the spam folder

I always have to hit run filter on spam folder. I try training over and over again but the mail still in the bulk and not in the proper location

bulk IS yahoos spam folder. trying to move mail elsewhere is about impossible given the way yahoo manage it.
