Highlighter 0.7.0 works here in TB 60.7.1 on W7/W10 (see picture). It only works for html messages. Maybe you have another add-on in conflict.

I thought I used html by default. I do get the drop down menu and chose a color for my highlighted word, but no luck. It must be a conflict so I guess I start at square one and eliminate. Thanks.
