The Hungarian dictionary installs and works here in TB 60.2.1, but you have to change the preference extensions.strictCompatibility to false in Tools/Options/Advanced/General/Config. editor, OK to close Options (double-click to toggle a preference).

To install, drag the green Download Now button and drop it onto Tools/Add-ons/Dictionaries in TB. Set the default spellchecking language in Tools/Options/Composition/Spelling.

I had a similar problem with the Greek Dictionary in TB 60.3.3. After upgrading, the dictionary was disabled due to incompatibility.

This solution worked for me as well. After setting extensions.strictCompatibility to false, restarting TB, then checking for dictionary updates, it started working again.
