That is for Zoom in and out. Are you saying that is not working ?

Do you have this problem on a particular web page? It could be helpful for volunteers to see an example.

Also, is this problem on a "desktop" version of Firefox (Windows, Mac, Linux) or on your Android device?

If you have a Windows computer with a touchscreen (meaning the display panel itself, not a touchpad used instead of a mouse), HP convertible laptop users have reported visiting sites where the mouse doesn't work on some points of the page, only touch. Possibly relevant?
