I have a fresh install of Thunderbird on Windows 7 Pro 64-bit using original default profile with two mail accounts configured correctly and both set to store messages in Local Folders. Clicking 'Get Messages' on toolbar does nothing - retrieval is not even attempted according to status bar. However, I can retrieve messages by clicking the 'Get Messages' dropdown and selecting each individual account.

My previous installation on Windows XP was able to check all configured accounts by simply clicking 'Get Messages'.

Chosen solution

I setup a new profile and discovered the problem was user error. I didn't have the 'Include this account when getting new mail' checked in the Message Store / Advanced Account Settings dialog checked.

False alarm.

I read the links you provided. In the first, the bug was reported 14 years ago, is still under discussion, it's unclear to me if anything has has been decided officially or acted upon. If it is a bug, would it likely still exist given the number of subsequent versions of Thunderbird since the issue was first reported?

In the second, the reported behavior is the same as I'm experiencing but he is running Linux and has had the same problem for 11 years since he started using Thunderbird.

Given the time frames of both the posts, does nobody monitor the posts?

I'm going to create a new profile and migrate my messages to see if that has any impact.

I also have both accounts set to check for messages on startup, every 10 minutes, and new messages automatically. It does none of these either.
