Yes. It's the Templates folder. But this may not exist until you save something into it.
Write a message, use File|Save As|Template.
Double-click an existing template to re-use it. A new message will be created, containing a copy of the selected template's contents.
A more sophisticated tool is the Stationery add-on, which also lets you select pre-composed messages or formatting templates. These are more useful in that you can use them in replies and forwards. Thunderbird's own templates are intended to be used when starting a new message.
If you just have a library of stock phrases you wish to use again and again, you could use the QuickText or Clippings add-ons.
