I am not sure what "local file folder" means, but I find that for any folder whose name can be changed, a right-click will produce a drop-down menu which contains an option to rename the folder.

As you appear to be a Mac user, you may need to find out what you need to do to emulate a PC's right-click.

If you are using a Mac, using the keyboard command 'control', and right click on the mouse, will give you access to the drop-down menu which contains an option to rename the folder.
