tabs and toolbars went transparent and changing themes doesn't stick

My toolbar and tabs suddenly went transparent. Then, I tried to change the theme to one of the defaults on the add-ons or toolbar customize page. It changes the them while I'm on THAT tab, but when I try to go to different tab, everything goes back to being transparent. This upgrade is super annoying.
