It's not a bug. But dragging a tab from a monitor to the top of another monitor should open it full screen. Also, I like the feedback I get when moving tabs on chrome and I find that lacking in firefox, you literally move the tab window and all when dragging it. I'm a big multi monitor user and move tabs around all the time. Thanks!
