They are based on the same code and are very similar.

When installed the developer edition will create it's own profile, the beta version uses the current profile.

The developer edition can have additional tools for web developers. These tools are often tested on the developer edition before they get added to beta & release versions of Firefox.

There are also some configuration changes including enabling some experimental features
