For a while now, "Add to Home Screen" under the Page menu has been missing. Is there a way to get it back?

Sign in with Chrome and go to any web page you choose ( say CNN.COM ) then go to menu , upper right corner three dots You will now find it. I find the option works with Chrome for my Pixel2.

I had the same problem too and found that only Chrome currently works, not Firefox. 

Perhaps Google may have made some changes to their code which is not being picked up by Firefox at this time.
