Third-party software finds Firefox cookies, while cookies are disabled and set for deletion at end of every session

On one of my (Windows 7) computers I have Firefox 55 installed with the cookie settings changed to disabled and clear history every time I close Firefox(with Cookies checked) enabled. While browsing if I looked in Show Cookies it would be empty. But recently when decluttering my PC I used some cleaning software, in this case CCleaner, and it found numerous cookies (all 0 kb, so empty? first and third-party) of websites I recently visited. To be sure it wasn't some other custom setting or extension issue I tried and succeeded to reproduce the issue with a clean install of Firefox on a Windows 10 PC. Only when using a private browsing session would it not collect these invisible cookies.
