
Can someone explain me the conceptual difference between "Bookmarks Toolbar", "Bookmarks Menu" and "Other Bookmarks"?
When do you use which and what is their difference?

The "Bookmarks Menu" drops down from the menu bar (or a toolbar button). The "Bookmarks Toolbar" is a horizontal bar you can display below the main navigation toolbar. The "Other Bookmarks" category is something like a temporary holding zone for bookmarks you add using the star icon that you haven't specifically put somewhere else.

Should individual bookmarks thus be placed under "Other Bookmarks" or "Bookmarks Menu"? Or should "Bookmarks Menu" only contain folders with bookmarks within those?
I get the distinct purpose of "Bookmarks Toolbar" but why not merge "Bookmarks Menu" and "Other Bookmarks"?
