Thundbird keeps crashing on startup

I recently received the latest version of Thunderbird on my Win 10 PC. The following day TB crashed every time I tried opened it with the crash report saying 'could not load timezone service'. I then uninstalled TB and moved Profiles folder elsewhere in case it contained a problem. Downloaded and installed 52.1.1 but this still crashes with the same error message. I also run Norton Internet Security, though this has worked fine with TB for many years.

Any help gratefully received as I have several mailing lists that would be difficult to reconstruct.

Are you submitting your crash reports with you email address? And what are your crash IDs? see https://support.mozilla.org/en-US/kb/mozilla-crash-reporter#w_viewing-crash-reports
