Why cannot I create a new email account, others working ok

I have tried everything including trying to create a new account in the Account Actions, it is greyed out. I see lots of error messages. Disable addons, nothing works.

Somebody be so kind and help.

Hi, Sorry for delay, been away. If I open an existing email account and select " Accounts, Create a new account, Email" nothing happens. I have to use " Account Actions, Add mail Account"

Why has the normal form stopped working? Regards
