I made my own header art for the toolbar and the dimensions and file size are correct but the image is displayed wrong within the area. Why??

I used photoshop to make my header theme with 3000 pixels wide and 200 tall. Also, the file is under 300 kb. But after I uploaded it, the image within those dimensions became magnified. I don't get the image that I intended. Why is this? See image example attached.

Looks like that monitor is like 1750 pixels wide, give or take.

The whole image width will not be displayed unless you have a screen that is 3000 pixels wide, and it is "pinned with the upper-right corner of the image. Only as much of the width will be shown as there is the width to display the image.
