I don't understand your question. You are free to put the insertion point ("cursor") wherever you want.

There are settings to control where the cursor is placed for you. Look at

Tools|Account Settings|{select account}|Composition & Addressing.

What do you want it to do? Replies are "inline" by definition.

The option there for a forwarded message is to send it either inline, i.e. quoted within a new message, or as an attachment to a new message.

The attachment option just doesn't apply to a reply (that would be a "forward") and so all replies are "inline" by default.

You already have what you're asking for, so what different thing are you looking for?

I would like to reply and forward an already opened message without open a "new window". When I used the functionality 'Forward Inline' this happened. I would like to have the same when replying.

I don't understand what you think you have seen.

When you reply or forward, you compose a new message. So it opens in the new message window, which in the current design of Thunderbird is a separate window. It might one day be in a tab (don't hold your breath) but I can't conceive of a workflow where you would reply or forward without wanting the opportunity to add to or edit your outgoing message.

Hence the Write window opens if you reply or forward.
