Aha! I think I've cracked it. Are you composing in plain text? When I switch to plain text composition, the Insert menu disappears -- because, of course, fancy characters are not 'plain' text and therefore Thunderbird doesn't allow them to be inserted. But when I switch to HTML composition, then the Insert menu appears with all its options. Try that.

When you have the 'write' window open and your cursor in the body of the email, go to Insert > Characters and Symbols and select the one you want.

That used to work. but now I have two bars across the top of my email when in "write" mode, neither of which shows the "insert" key. One shows "file", "edit", "view", "options" , "tools", and "help" and the other "send", "spelling", "attach", "security", and "save".

Good question. We probably have different versions of Thunderbird -- mine is 38.7.2, which is the latest release for Linux; you more likely have a Windows version, possibly 45? I can't find anywhere a guide to the differences. However you could try the keyboard shortcut. With your 'write' page open and the cursor in the body of the email (not in the address bar or subject line) try pressing alt + i. Alt + f is the shortcut for the file menu, alt + e for the edit menu: alt + i is the shortcut I have for the Insert menu.
