Auto Reply Agent
I recall a feature in an earlier version of T-Bird that enabled me to filter an incoming message identified by sender or some other criteria, and reply to it using a message stored in my Drafts folder.
Has that feature been eliminated? If not, where is it? I can't find it.

That's exactly what I was looking for [and that I forgot about since the last time I used the feature.]
Typically my desktop is always on; and when it does sleep, the filters/templates will be invoked the next time I wake the machine.

There's an explanation here: https://support.mozilla.org/en-US/questions/1073671 You'll see that in that case the questioner was asking for a way to 'auto reply' while away. Thunderbird isn't recommended for that because it has to be running in order to respond. In your case I assume that isn't an issue, so the instructions in that thread will tell you how to have Thunderbird send a prepared message from your Templates folder.
Out of Office type of responses are best done server side. But if you have one person who needs a 'thanks for email, I'll repond asap' type of situation. create the Template email using 'Write' and save as Template. note the 'Subject' will be the identifier of the template.
then set up filter to use template email. 'Tools' > 'Message filters'
Make sure the 'Filters for:' is the correct mail account click on 'New' give filter a suitable name. Apply filter when : Select: 'Manuall run' select: 'Getting New Mail' If only matching one condition - one email address select: 'Match all of the following' select: 'From' and 'contains' and type email address of person. Perform these actions: 'Reply with Template' and then select the Template name which will be the same as the 'Subject' in the template email. click on OK
Note: Filters work in the order listed, so if an email from that person is auto filtered by another filter, then a later filter will not pick it up, so I would suggest you put this filter above the others.
