What does delivery status notification do with mail sent to a Road Runner account?

What exactly does it mean? Does it mean the message has been received by the ISP or does it mean that it has been passed to the addressee's email client in his/her computer? or what? and Why doesn't Mozilla provide a brief explanation in its help?

According to the following article, the DSN (delivery status notification) is sent by the recipient's email server. It does not mean that the message was read, or even opened.
