Search for the TitleCase add-on in the Tools|Add-ons|Get add-ons window.

Just a note to anyone else out there looking for a "Change Case" tool - this one is good, particularly if you have a long string in which to change case. But it's not as handy as "Shift-F3" if all you want to do is toggle initial capitalisation in a single word.
