I've checked that server settings are STARTTLS and updated TB to the latest version, also restarted the computer. I still get the same message An error occurred while sending mail. The mail server responded: 5.7.0 Must issue a STARTTLS command first. Please verify that your email address is correct in your account settings and try again.

Maybe you checked the incoming (POP/IMAP) settings and not the outgoing (SMTP) settings?
