Thunderbird installation stalls out when creating shortcuts in Win8

I am attempting to install the most recent version of Thunderbird onto my laptop running Windows 8. It is a new install on a reasonably new laptop.

During the installation, it hangs at ~95% when creating shortcuts ("Create shortcut: C:\ etc.) This has also happened when my spouse has been attempting to install the program on their laptop. We are not experiencing any internet issues whilst attempting the install, and have tried on entirely separate occasions days/weeks apart.
