I created an Archive folder in my local folders and have been putting my old emails there. However, my quota still hasn't gone down.

Are you putting the originals in the trash, emptying the trash, and compacting the folders afterwards?

more options

I am going to my inbox, highlighting the emails I want archived, and pressing archive. The messages are then no longer in my inbox but appear in my archive list. I do compact folders regularly.

1000% percent positive.

File menu (alt+F) > compact folders. Space is not released until the folder is compacted.

Tools menu > accounts settings > server settings and select expunge on exit will force a compact and release space.
