Cannot open Thunderbird; error: cannot load XPCOM. Cannot engage Thunderbird; it works for other uninstalls. What do I need to do?

Mozilla Thunderbird 31.3.0 update appears to have corrupted the program. I have tried using restore points, but it didn't work. I have tried to uninstall, but after permissions approved, the wizard does not engage. I have administrator's rights and can uninstall any other programs. Would appreciate any help to resolve this problem. I am running Vista Business.
