Can't install in Windows 8.1 "This app can't run on your PC"

Double click on Thunderbird Setup 31.3.0.exe and get message: "This app can't run on you PC","To find a version for your PC check with the software publisher". I've downloaded the installer three times just to make sure it isn't corrupt.

I've tried running it in all sorts of compatibility modes.

I've tried run as administrator.

This is a fresh install of Windows 8.1x64 enterprise.
