Maybe one of the following:

Check HTML formatting is selected in Account Settings:

  • Tools > Account Settings > Composition & Addressing for the mail account
  • Select: 'Compose messages in HTML format'
  • Click on OK

You are using HTML formatting but cannot see the 'Formatting Bar'. To enable the Formatting Bar:

  • In a new Write message
  • View > Toolbars > select 'Formatting Bar'
