How to I get the tab line and the clock to appear on any page?

Once I had a line of tabs across the top of my screen -- all the open tabs. Now that line has shrunk only to be opened by moving the cursor to the topmost part of my screen. I don't like that. How do I get it back so the tabs are always showing??? At the same time, the lower tool bar went away. I want that back too. Comments appreciated. Thanks and peace Ron
