New folders created in the 128.8.0esr (64-bit) version of Thunderbird are set to "Threaded" even with the configuration of “mailnews.default_view_flags” value set to “0” for Unthreaded.

The latest release channel version of Thunderbird (currently 136.0) has a global setting to turn threading on or off. https://www.thunderbird.net/
