My navigation bar is below all my open tabs

I want to move the navagation bar up one or just below the menu bar (File, Edit, View, History . . .

Chosen solution

Press the alt key to bring up File etc, and click view. Simply click tabs on top and your tabs will drop below the address bar as it used to be.
