Even if I set FF4 to open with blank tab or home page, it still behaves as if I have "Show my windows and tabs from last time" set. Is this a bug, ot is there another setting that overrides it?

Options>General>When Firefox starts is set to "Show my Home page" However, it still exhibits the behavior I would expect from "Show my windows and tabs from last time" if I close the browser with open tabs, then reopen browser, it restores all the tabs.
