Why do streaming movies pause every 3 seconds?

I just tried to watch a movie streamed to my PC from Netflix. The movie picture pauses about every 3 seconds then continues while the sound does not stop. I have a fast internet connection, cable. I watched something about a month ago without this problem. Could the Netflix network be getting overrun?
