If you are referring to the built-in VPN in Firefox for Android then yes it is free to use. It does have a monthly 50GB data usage cap. https://support.mozilla.org/en-US/kb/mobile-android-vpn

If you are referring to the Mozilla VPN https://vpn.mozilla.org then it is subscription based and not free.
