grouped tabs suggestions

if you have a group of tabs shrinked, you can click on it and move it around similar to how you can move a single tab. if you move a single tab, and hover it over a tab group, tab group gets highlighted and a single tab gets added to the tab group it hovered. can't you make it so that when you hover a tab group over a single tab, the tab also gets added to that tab group, w/o the need to load the contents of the tab?
