I subscribe to Relay Premium but cannot access the phone relay. While I reside in the US, my use of a VPN is persistent, could this be the reason I cannot use phone relay? Thank you.

You may get better support if you post a direct ticket using https://support.mozilla.org/en-US/questions/new/relay/form since you are using Relay premium.
