Hey Daryl, You cannot set a custom wallpaper in Firefox (Yet) as this is still being worked on. On Mobile, you can chose from 12 pre-made wallpapers. (Menu > Customize homepage > Wallpapers)

Maybe I'm confused - is the attached what we're talking about? Right click on image and then scroll and click set?
