Even visiting the URL in a browser produces:

Unauthenticated request. Unauthenticated requests do not have permission "artifactregistry.repositories.downloadArtifacts" on resource "projects/moz-fx-productdelivery-pr-38b5/locations/us/repositories/stable" (or it may not exist)
