Hacked accounts settings .. blocked from email & web sites .. no way to change or delete filters & clone apps ..help please

If someone else has gained access to your email account, you need to change your credentials in a secure manner, i.e., on a system that isn't compromised by the attacker. You may need to use a different device and/or a different network. Public library, phone a friend, etc.

If you can no longer access the account at all, you need to contact your email provider for help.
