Physical location vs. "where you live"

Hi. I'm interested in getting the Mozilla VPN, but I'm unclear about eligibility. The page asks me "Which country do you live in", but does it really mean "which country are you physically located in now?" My billing address is in the US, but I don't "live" anywhere - I'm always traveling, and can be in various different countries at different times.

In other words, do I have to be *physically located* in one of the supported countries in order to use the VPN? Or do I just have to have an account based in one of those countries?

Thanks.
