unable to open PDFs downloaded from Firefox for Android

Firefox successfully downloads and saves PDFs, but they can't be opened - the system error message is "unable to read file." The same PDF from the same link can always be downloaded and opened using Chrome without issue.

Is this using Firefox for Android or the new Firefox Preview browser?

just Firefox for Android. It's been going on for at least 6 months as well.
