My guess is you are having troubles with your antivirus/firewall.

Restart the operating system in safe mode with Networking. This loads only the very basics needed to start your computer while enabling an Internet connection. Click on your operating system for instructions on how to start in safe mode: Windows 10, Windows 8, Windows 7, Windows Vista, Windows XP, OSX

If safe mode for the operating system fixes the issue, there's other software in your computer that's causing problems. Possibilities include but not limited to: AV scanning, virus/malware, background downloads such as program updates.

Thank you. Everything ran ok in safe mode. Can you give me an idea where I should look to find his to isolate what is causing this problem ? (OSX)

As I originally said I think your have an issue with an anti virus product. Mac users are adopting them in greater numbers and learning in the process just how bad they really are. Their absence was a great selling point for apple really.

Thank you Matt. I found a software program that was recommended by the Apple Community (malwarebytes.com) and it found the infection right away. I've removed it and all is good now. I appreciate you sending me the right direction.
