Currently open tabs are difficult to mouse over when in fullscreen mode

I regularly use fullscreen mode on a MacBook Pro with the latest versions of Firefox and MacOS. In this mode, the contents of my browser take up the entire screen, which is exactly what I want - no menu bar at the top and no tabs during regular browsing.

However, when I move my mouse to the top of the screen to view and switch between open tabs, it is nearly impossible to stay on and interact with the tabs without the menu bar at the top taking over.
