Newly Opened Tabs Are Animated... Only On Certain Machines?

On a 64-bit Win 7 machine, new tabs seem to be animated, in that they expand horizontally (slide to the right) when opened, and shrink horizontally (slide to the left) when closed. Plus the newly opened tab will show a blue flash of color sweeping from left to right when opened (see "New Tab" in image).

However, on a 32-bit Win 7 machine, tabs do not display this behavior - they simply "snap" open and closed without any animation.

The same FF65 is installed on both the 32-bit and 64-bit machines.

Is there a reason for the difference in behavior?
