I thought I saw "solved" but can't find it: tb keeps d/l inbox and sent mail

W7 60.3.3 I noticed at least 3 folders missing between inbox and sent. It has d/l the msgs at least 2x. I see old bills from verizon arriving at exact same time. I had this problem with an older W7 computer, so I stopped using it for about 3 months. Now, it's d/l drafts, which number 35, but it's taking a long time.
