It’s there, but you have to click on the star, then a couple more clicks before getting to all my bookmarks. I was hoping they could display across the top as with other browsers.

What you're seeing there is not the toolbar, but the folder name within the synced desktop bookmarks.

In other words, on your desktop version of Firefox, if you go to Bookmarks > Show All Bookmarks, you'll see the folder names in the screenshot you posted.
