repackaged firefox does not install program files when attempting to install.

I'm attempting to follow the instructions on repackaging the windows installer for FF ESR 60.1.0. I'm able to follow all the steps to extract, edit and recreate the .exe. When I try to actually install the new .exe created it fails to create program files. The .exe runs like normal and when it finishes the only files created in C:\Program Files\Mozilla Firefox are an install log and a uninstall folder with an empty log file in it. The install log file reads the following.

Am I missing something in the repackaging steps that may prevent the program files from being installed?
