The 'Date' column header is clickable. It allows you to choose to sort in 'Date' order either ascending or descending. Click on the 'Date' column header again to reverse the sort.

You can also make selection via Menu... To put newest emails at top of list: 'View' > 'Sort by' > select: Date, Descending, unthreaded.

If you mean where is: 'View' > 'Sort by'

If you have the 'Menu Bar' enabled, it is located under 'View'. If you are using the 'Mail Toolbar' you will see a 'Menu icon'; it has 3 horizontal lines. Click on the 'Menu icon' and then you should see 'View' located under 'File'. By default this 'Menu Icon' is positioned on the right side, but in the image example below, I have moved it over to the left side as it suited me better.

You can enable the 'Menu Bar' and all other toolbars via the 'Menu Icon'. The toolbar list is located under 'Options'.

Alternatively, right click on the 'Mail Toolbar' and select 'Menu bar' from the options. See images below.
